The output package is reparsed and scanned: verification requires zero formulas, zero comments, zero hyperlinks, zero defined names, and empty document properties, plus matching sheet and row counts for what you selected.
That works for a range, but it leaves the rest of the workbook intact: defined names, hidden sheets, metadata, external link remnants. A fresh values-only rebuild starts from an empty file, so nothing survives except the values you chose.
The tool reopens its own output and scans every cell plus the underlying package for formula records. If any survived, verification fails and the download is blocked.
