Resize a photo to passport size
Most countries' passport and visa forms want a 35 × 45 mm photo, which at the standard 300 dpi print resolution works out to exactly 413 × 531 pixels. Get the pixels right and the photo prints at the legal physical size.

Frequently asked questions
Why 413 × 531 pixels exactly?
That's 35 × 45 mm at 300 dots per inch, the print resolution most photo services and government portals assume. Supply those pixels and no resampling happens at print time.
Will this pass the photo checker on a government site?
The dimensions will. Requirements about background, glasses, and head size are your job, and no online resizer can honestly promise those for you.
